{"id":1817,"date":"2020-09-08T12:44:44","date_gmt":"2020-09-08T10:44:44","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=432116"},"modified":"2020-09-08T12:44:44","modified_gmt":"2020-09-08T10:44:44","slug":"dlamini-zuma-outlines-new-governance-model-for-south-africa","status":"publish","type":"post","link":"https:\/\/interwebdev.co.za\/index.php\/2020\/09\/08\/dlamini-zuma-outlines-new-governance-model-for-south-africa\/","title":{"rendered":"Dlamini Zuma outlines new governance model for South Africa"},"content":{"rendered":"<div><img decoding=\"async\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2020\/09\/Dlamini-Zuma-11.png\" class=\"ff-og-image-inserted\"><\/div>\n<p>Minister of Cooperative Governance and Traditional Affairs (Cogta) Nkosazana Dlamini-Zuma says that government is working on the roll-out of its new District Development Model (DDM).<\/p>\n<p>In a presentation on Tuesday (8 September), Dlamini-Zuma said that over the past 20 years, local government has not adequately fulfilled its role, especially as it relates to economic development.<\/p>\n<p>She added that the \u2018pedestrian growth\u2019 which the country has registered over the past decade was \u2018simply not enough\u2019 to ensure employment and income for a majority of people.<\/p>\n<p>To address these and facilitate for better coordination and integration, government has adopted the new District Development Model (DDM).<\/p>\n<p>\u201cThe DDM seeks to strengthen the local sphere of governance, moving us away from silo planning, budgeting and implementation,\u201d she said.<\/p>\n<p>Dlamini-Zuma said that the new model will provide for a \u2018more tangible, common vision for development\u2019 of the country. \u201cBy adopting a long term view and interconnecting the local economies we are able to re-imagine a better community, district and nation.\u201d<\/p>\n<p>She said that government further plans to locate each district\u2019s competitive advantage and \u2018utilise it for shared growth and prosperity\u2019.<\/p>\n<p><strong>District hubs<\/strong><\/p>\n<p>To assist at a local government level, Dlamini-Zuma said that government plans to employ skilled people at \u2018district hubs\u2019 so that they may avail shared skills which local municipalities lack.<\/p>\n<p>\u201cThe hubs form part of the district\u2019s capacity and will link the localities to provinces and national departments,\u201d she said.&nbsp;The hubs will also house critical and scarce skills such as engineers, planners, ICT specialists and administrators, to the districts and local municipalities.<\/p>\n<p>Dlamini-Zuma said that these hubs are currently being trialled at three pilot sites across the country \u2013 Waterberg in Limpopo, eThekwini in KZN and OR Tambo in the Eastern Cape \u2013 which&nbsp;will impact over 10% of the population, the majority of whom are the poorest in our country.<\/p>\n<p>The ownership and management structure of these economies are a microcosm of South Africa, she said.<\/p>\n<p>\u201cWith the rich mineral and flora resources of Waterberg, the majority of the land is owned by a hand full of white males.<\/p>\n<p>\u201cDespite its captivating wild coast which is abundant with potential, only 15% of the people in OR Tambo are employed and the overwhelming majority of 65% live in poverty, the majority of whom are women who constitute 53% of the population.<\/p>\n<p>\u201ceThekwini displays the apartheid spatial planning patterns with the majority living far from work spending thus spending close to 20% of their income on transport, whereas the international norm is less than 10% of income.\u201d<\/p>\n<p>Dlamini-Zuma said government will therefore use the DDM to \u2018reimagine the future\u2019 of all 44 districts and the eight metros across the country, starting with profiling the localities.<\/p>\n<p>\u201cWe have now completed the profiles of all the 52 districts. This means we are now at a point where we have a good understanding of the major development issues in all our districts.<\/p>\n<p>\u201cThis was a critical step in the process of the implementation of the District Development Model because we now know what we need to do to improve the quality of the lives of our people,\u201d she said.<\/p>\n<p><strong>Singular budget&nbsp;<\/strong><\/p>\n<p>Dlamini-Zuma said that the district-model will also see budget changes across government, with the ultimate goal of unifying finances into a singular budget.<\/p>\n<p>The District Development Model will be implemented through the specialisation and reprioritisation of each and every department, state entity and municipality\u2019s plans and budgets, she said.<\/p>\n<p>\u201cThe \u2018One Plan\u2019 which will inform the \u2018One Budget\u2019 is an intergovernmental strategic framework for investment and delivery in relation to the district and metropolitan spaces,\u201d she said.<\/p>\n<p>\u201cThe District Development Model is all about how we work together as one government in all our district and metropolitan spaces, even if each sphere, sector or entity has its distinct, interrelated and interdependent constitutional powers, functions and responsibilities.<\/p>\n<p>\u201cIn this case working together means planning, budgeting and implementing as one, while we hold each other accountable along the process.\u201d<\/p>\n<hr>\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/government\/431842\/r82-million-gauteng-school-built-in-waterlogged-area-deemed-a-death-trap\/\" target=\"_blank\" rel=\"noopener noreferrer\">R82 million Gauteng school built in waterlogged area deemed a \u2018death trap\u2019<\/a><\/strong><\/p>\n<p><a href=\"https:\/\/businesstech.co.za\/news\/government\/432116\/dlamini-zuma-outlines-new-governance-model-for-south-africa\/\">Source: BusinessTech<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Minister of Cooperative Governance and Traditional Affairs (Cogta) Nkosazana Dlamini-Zuma says that government is working on the roll-out of its new District Development Model (DDM).
